What is the purpose of the survey?

The survey Education in a country other than Sweden aims to improve statistics on the education of the population. It highlights the skills and knowledge brought to Sweden through immigration.

Statistics Sweden conducts this survey annually.

Who is invited to respond to the survey?

Those who are invited to participate in the survey are foreign born persons between 20 and 59 years of age who immigrated to Sweden in the past year and for whom information about the highest level of educational attainment is missing in Statistics Sweden’s Register of Education. The number of people who are invited to participate each year varies based on how many people immigrated to Sweden.

What questions does Statistics Sweden ask in the survey?

The questionnaire consists of five questions about the highest level of education attained abroad. Taking part in the survey is voluntary, but Statistics Sweden’s description of the education level for the entire population will be more accurate if more people respond to the survey.

Who uses the final statistics?

Statistics Sweden analyses and compiles the responses to the questionnaire and publishes statistics. Users of the statistics include the general public and media, as well as the Ministry of Education and Research, the National Agency for Education, the Swedish Higher Education Authority, the Swedish Council for Higher Education, the Forecast Institute at Statistics Sweden, the Swedish Board of Student Finance, the social partners, county administrative boards, regions, and municipalities.

Who will use the answers and how?

Once Statistics Sweden has collected the responses, statistics are compiles in the form of tables and graphs that show the educational background of the population by groups and factors such as sex, county, municipality, age, and country of birth.

Statistics Sweden may also release information to researchers or other producers of statistics. The release of data is however very restrictive and follows special review. These types of research and statistical activities are also subject to statistical confidentiality (see below).

How are my responses protected?

When the results are presented it will not be possible to see any individual answers.

Information about an individual’s personal and financial circumstances is kept confidential and everyone working on the survey is bound by the duty of professional secrecy.
Confidentiality applies in accordance with Chapter 24, Section 8 of the Public Access to Information and Secrecy Act (2009:400).

How is personal data processed?

Statistics Sweden is the controller of personal data that is processed by Statistics Sweden.

Provisions on processing personal data are found in the EU General Data Protection Regulation (GDPR), the Official Statistics Act (2001:99), and the Official Statistics Ordinance (2001:100). In addition, there are rules in the Act on Supplementary Provisions to the EU General Data Protection Regulation (2018:218) and in regulations issued in association with this Act.
