A chemical product can have several classifications, e.g. being both labelled as harmful to health and the environment. In such cases, the quantity of the product is only counted once in the label "Total".

Thus, the separate values for the various classifications can not be added, since that would imply the chemical use would be double counted.

Note that big differences between the years doesn't necessarily mean that there have been a real change in volumes, but can reflect the fact that substances in a chemical product can go from being not labelled as harmful, to being labelled as harmful.

About classifcation:
The CLP Regulation on classification and labelling of substances and mixtures (CLP) came into force on 20 January 2009.
