Sales of tenant-owned flats amounted to SEK 350 billion

In 2021, 125 900 tenant-owned flats were sold for a total value of SEK 350 billion. The average price for a tenant-owned flat rose by 10 percent, from SEK 2.520 million in 2020 to SEK 2.781 million in 2021.

In the three metropolitan areas (Greater Stockholm, Greater Gothenburg, Greater Malmö), the total turnover was almost SEK 266 billion, which represents 76 percent of the total sales value. In Greater Stockholm the turnover was SEK 195 billion, which represents 56 percent of the total turnover in Sweden. The corresponding figure in Greater Gothenburg was more than SEK 42 billion and 12 percent, and in Greater Malmö it was more than SEK 28 billion and 8 percent.

Sales of tenant-owned flats increased in 2021

In 2021, 125 920 tenant-owned flats were sold, which is 8 837 more sales than in 2020. Among all tenant-owned flats sold in 2021, more than half (58 percent) of the sales were made in the metropolitan areas (Greater Stockholm, Greater Gothenburg and Greater Malmö). Greater Stockholm accounted for 38 percent of all sales, Greater Gothenburg accounted for more than 10 percent and Greater Malmö accounted for almost 10 percent.

Large regional differences in price

In 2021, the average purchase price of a tenant-owned flat was almost SEK 2.8 million. However, there are large regional differences. The most expensive tenant-owned flats were located in Stockholm County, where the average price was almost SEK 4.1 million, while tenant-owned flats for the lowest prices were located in Västernorrland County, where the average price was SEK 953 000.

Definitions and explanations

Purchase price calculations in this statistical news are based on statement of earnings information provided to the tax authorities by the tenant-owned housing associations when a purchase/sale of a flat takes place. The sales are only from the second-hand market and not newly built flats. The results for 2021 are calculated using preliminary material, while figures for 2020 are based on definitive material.

What is not included in the statistics?

Some tenant-owned flats are sold for a symbolic (low) price and other tenant-owned flats are exceedingly expensive, particularly in Stockholm. In this report, all transfers of ownership are included regardless of lowest price, but with a highest price of SEK 20 million. However, transfers of ownership that are defined as inheritance, a gift, division of property or similar are not included. Furthermore, only transfers of ownership carried out by physical entities are included, and only where ownership of the whole flat has been transferred.

Price comparisons between years

It should be noted that it is difficult to draw conclusions about the development of prices of tenant-owned flats based on these figures. To draw such conclusions, a better measure than just mean and median prices should be used, as these do not take into account size, location and other factors that can affect the market price. Therefore, no percentage changes are reported here at regional level.

Statistical measure – mean price and median price

Both the mean price and the median price are reported in this statistical news. This is because purchase prices are unevenly distributed. In most regions, there are a number of sales at a very high price, which leads to a high mean value. To highlight this, the median price is also included. The median is the middle value in an ordered set of values. Therefore, this measure is not affected to the same extent as the mean value by extreme values.

Greater Stockholm consists of the whole of Stockholm County.

Greater Gothenburg consists of Ale, Alingsås, Göteborg, Härryda, Kungsbacka, Kungälv, Lerum, Lilla Edet, Mölndal, Partille, Stenungsund, Tjörn and Öckerö municipalities.

Greater Malmö consists of Burlöv, Eslöv, Höör, Kävlinge, Lomma, Lund, Malmö, Skurup, Staffanstorp, Svedala, Trelleborg and Vellinge municipalities.
