Continued negative annual rate for the Construction Cost Index in March 2025

The Construction Cost Index for multi-dwelling buildings was unchanged in March 2025 compared to February 2025. The annual rate of change in the Construction Cost Index was -0.4 percent in March, compared to the corresponding month in 2024 (decreased by 0.2 percent in February 2025).

Changes in the last month

The Construction Cost Index for multi-dwelling buildings was unchanged between February 2025 and March2025. This was due to the fact that contractors’ costs decreased by 0.1 percent. Construction clients’ costs increased by 0.3 percent. These two groups account for 82 percent and 18 percent, respectively, of the Construction Cost Index.

Costs in the group ‘transport, fuel and electricity’ decreased by 3.9 percent. The cost of electricity decreased by 13.9 percent while the cost of diesel oil and the cost of transport fell by 4.4 percent and 0.7 percent respectively. Contractors’ overhead costs rose by 0.2 percent while costs for machinery and wages and salaries remained unchanged.

Contractors’ costs for building materials increased by 0.2 percent. Costs for concrete products and iron and steel including reinforcing steel rose the most by 0.8 and 0.6 percent, respectively. At the same time the cost of electrical and flooring materials fell by 0.6 and 0.4 percent, respectively. Other building materials changed marginally or were unchanged between February and March 2025.

Construction clients’ costs consist of interest and credit costs, costs for plans, and central administration. The increase in construction clients’ costs was due to higher interest costs and costs for central administration, which rose by 0.4 percent and 0.6 percent, respectively.

Changes in the last year

The Construction Cost Index for multi-dwelling buildings decreased by 0.4 percent between March 2024 and March 2025. Contractors’ costs rose by 2.8 percent, which led to an upward contribution to the Construction Cost Index of 2.1 percentage points. Construction clients’ costs decreased by 10.9 percent, which led to a downward contribution to the Construction Cost Index of 2.5 percentage points. The decreased construction clients’ costs was due to lower interest costs, which decreased by 24.4 percent. The remaining construction clients’ costs increased by between 1.3 percent and 4.1 percent.

Contractors’ costs for wages and salaries and overhead costs increased by 3.4 percent and 3.1 percent respectively between March 2024 and March 2025. Contractors’ costs in the group ‘transport, fuel and electricity’ decreased by 3.3 percent. Within that group, the costs of electricity decreased by 9.3 percent while the cost of diesel oil decreased by 9.0 percent. The costs for machinery remained unchanged.

Contractors’ costs of building materials increased by 3.4 percent between March 2024 and March 2025. All costs in the building material groups rose. The costs of wood products and materials for painting increased the most, by 10.2 percent and 8.5 percent respectively.
