Community Innovation Survey (CIS) 2022-2024

Welcome to Statistic Sweden’s data submission page for the Community Innovation Survey (CIS). Here you will find information about the survey and can submit your data electronically.

The Community Innovation Survey (CIS) collects data on the innovation activities in Swedish enterprises with 10 or more employees. For this survey round micro enterprises, with 1-9 employees, are included. The survey is carried out every two years and is based on an EU harmonised questionnaire.

The main users of the statistics are the government offices, i.e. ministry of education and research, ministry of climate and enterprise and ministry of finance. The statistics are also used by other government agencies and researchers as well as international organisations such as the EU and the OECD.

The survey is based on a sample of approximately 10 000 enterprises. A random sample is drawn from enterprises with 1-199 employees. Enterprises with at least 200 employees are included in the census. The sample is drawn using statistical methods. 

Instructions

  • Questions in the survey refer to the period 2022-2024. Question 7, 16, 17, 34 and 35 refer to the last year of the reference period, 2024. Question 1 refers to current conditions. 
  • Information provided should only refer to the enterprise whose name and corporate identity number is printed on the letter. 
  • Enterprises with activities in multiple countries should only answer for the Swedish part of the enterprise.
  • The survey is mandatory. This means that all enterprises have an obligation to answer the web form, even if the enterprise did not carry out innovation activities during the reference period.

Which questions are included in the form?

To get an overview, you can download a pdf version of the questionnaire. The example questionnaire can be used to collect answers from other departments within the organisation. The example questionnaire is fillable. It is not possible to send in the example questionnaire, all data must be submitted via the web-questionnaire.

Which questions you get is automatically conditioned on previous answers. You might, therefore, not get all questions in the questionnaire, but only the ones that are relevant for you.

Frequently asked questions

Which enterprises are included in the survey?

All enterprises with 200 or more employees, research institutes, and enterprises in NACE 72 (Scientific research and development) are included in a census. A sample is drawn from the remaining enterprises with 1-199 employees using a stratified simple random sample.

Our enterprise does not have any innovation activities, do we have to answer the questionnaire?

Yes, since the survey measures the average innovation activity among Swedish enterprises, all answers are important.

Can we get a respite?

Contact us by email or telephone if you are not able to respond to the survey on time. Do not forget to mention the corporate identity number.

Can we answer the survey on paper?

No, but there is a pdf version of the survey available to download.

Can we change our answers?

Yes, you can log in to the web form and change or add information. Remember, however, that you must “Submit” at the end of the form when you are finished.

Is the survey mandatory?

The obligation to provide information applies according to the Official Statistics Act (2001:99), since the survey is included in Sweden’s official statistics.

Exceptions to the obligation to provide information apply to question 1, 11, 12, 13, 20, 21, 22, 25, 32, 41 and 42. These questions are marked with “optional information”. The questions are included on behalf of Joint Research Center (JRC) under the EU Commission. Results from these questions, together with the other questions in the CIS, are used to analyse the innovation activity by degree of urbanisation.

The results of the survey are published the 13th of November 2025.

Legal Information

It is mandatory to provide information under the Official Statistics Act (2001:99). The statistics for this survey are also regulated according to the Official Statistics Ordinance (2001:100) and SCB's Regulation (SCB-FS 2025:02).

The information provided is protected by confidentiality pursuant to Chapter 24. Section 8 of the Public Access and Secrecy Act (2009: 400). The results are reported at an aggregated level, which means that no individual enterprises will be identifiable.

Failure to provide information may result in injunctions. Consultations have been held with The Board of Swedish Industry and Commerce for Better Regulation (NNR) according to the Ordinance (1982: 668) and the Council of Regulations.
