Outcome of the third meeting of the Council Working Party on Statistics

At the third meeting of the Council Working Party on Statistics on 15 March 2023, Mr. Joakim Stymne, the Director General of Statistics Sweden led continued discussions on the proposal for a regulation for population and housing (ESOP).
The Member States could reflect further on the Commission proposal on the legislative act and propose drafting suggestions beyond those given in the written consultation which was carried out between 27 January and 23 February.
Discussions were carried out line by line regarding articles 1-4 and 9-12. One of the issues that was identified was the implementation of definition on population base. Several countries expressed their concern and views on possibilities of implementing the definition as proposed by the Commission.
The presidency also gave a short report on the state of play with other regulations where statistics is mentioned. The adoption of the Regulation on ESA 2010 expected to be signed during the March Parliament plenary session whereafter it will be published in the Official Journal of the European Union.
The European Parliament has not made any progress on proposal for new environmental accounts modules (EEEA) until now. The deadline for amendments for the first report to the Committee has been postponed until 27 of April 2023. The Swedish Presidency has made initial contact with the rapporteur. However, there are no dates planned yet to begin the interinstitutional negotiations.
For the Data act, at the WP TELECOM meeting on the 14 of March, the Swedish Presidency discussed the sixth compromise proposal.
Regarding the short-term accommodation regulation, the Competitiveness Council reached an agreement on a general approach on the 2 of March 2023.
The next meeting of the Council Working Party on Statistics is scheduled for Monday 3 of April 2023 in Brussels.
