Sales of tenant-owned flats amounted to SEK 230 billion

In 2018, 102 000 tenant-owned flats were sold for a total value of SEK 230 billion. The average price for a tenant-owned flat decreased by more than 5 percent, from SEK 2.4 million in 2017 to SEK 2.3 million in 2018.
In the three metropolitan areas (Greater Stockholm, Greater Gothenburg, Greater Malmö), the total turnover was SEK 172 billion, which represents 75 percent of the total sales value. In Greater Stockholm the turnover was SEK 125 billion, which represents 55 percent of the total turnover in the country. The corresponding figure for Greater Gothenburg were SEK 30 billion and 13 percent, and for Greater Malmö it was SEK 17 billion and 7 percent.

Fewer sales of tenant-owned flats in 2018
In 2018, 102 147 tenant-owned flats were sold, which is 7 583 fewer sales than in 2017. Among all tenant-owned flats sold in 2018, more than half (over 55 percent) of the sales were made in the metropolitan areas (Greater Stockholm, Greater Gothenburg and Greater Malmö). Greater Stockholm accounted for 35 percent of all sales, Greater Gothenburg accounted for 11 percent and Greater Malmö accounted for 9 percent.

Large regional differences in price
The average purchase price of a tenant-owned flat in 2018 was SEK 2.3 million. There are large regional differences. The most expensive tenant-owned flats were located in Stockholm County, where the average price was almost SEK 3.5 million, while tenant-owned flats for the lowest prices were located in Västernorrland County, where the average price was SEK 799 000.

Definitions and explanations
The calculations of purchase price in this statistical news are based on statement of earnings information provided to the tax authorities by the tenant-owned housing associations when a purchase/sale of a flat takes place. The sales are only from the second sale market and not new build flats. The results for 2018 are calculated using preliminary material while figures for 2017 are based on definitive material.
What is not included in the statistics?
There are tenant-owned flats sold at a symbolic (low) value, as well as tenant-owned flats that are extremely expensive, particularly in Stockholm. In this report, Statistics Sweden has decided to include all transfers of ownership, regardless of lowest price, but with a highest price of SEK 20 million. However, transfers of ownership that are due to inheritance, gift, division of property or similar are not included. Furthermore, only transfers of ownership carried out by physical entities are included, and only where ownership of the whole flat has been transferred.
Price comparisons between years
It should be noted that it is difficult to draw conclusions about the development of prices of tenant-owned flats based on these figures. In order to draw such conclusions, better measurements than solely mean and median prices should be used, as these do not taken into account size, location and other factors that can affect the market price. No percentage changes are therefore reported here on a lower regional level.
Statistical measurement – mean price and median price
Both the mean price and the median price are reported in this statistical news. This is because purchase prices have an uneven distribution. In most regions, there are a number of sales at a very high price, meaning that the mean value is high. In order to make this clear, we also report the median price. The median is the middle value of an ordered set of values. This measurement is therefore not affected by extreme values as much as the mean value.
Greater Stockholm consists of the whole of Stockholm County.
Greater Gothenburg consists of Ale, Alingsås, Göteborg, Härryda, Kungsbacka, Kungälv, Lerum, Lilla Edet, Mölndal, Partille, Stenungsund, Tjörn and Öckerö municipalities.
Greater Malmö consists of Burlöv, Eslöv, Höör, Kävlinge, Lomma, Lund, Malmö, Skurup, Staffanstorp, Svedala, Trelleborg and Vellinge municipalities.
