Continued negative annual rate for the Construction Cost Index

The Construction Cost Index for multi-dwelling buildings increased by 0.3 percent in February 2025 compared with January 2025. The annual rate of change in the Construction Cost Index was -0.2 percent in February, compared with the corresponding month in 2024 (decreased by 0.3 percent in January 2025).

Changes in the last month

The Construction Cost Index for multi-dwelling buildings increased by 0.3 percent between January 2025 and February 2025. This increase was due to the fact that contractors’ costs increased by 0.4 percent. Construction clients’ costs decreased by 0.2 percent. These two groups account for 82 percent and 18 percent, respectively, of the Construction Cost Index.

Costs in the group ‘transport, fuel and electricity’ increased by 1.2 percent. The cost of electricity increased by 7.1 percent while the cost of diesel oil and the cost of transport fell by 1.1 percent and 0.2 percent respectively. Contractors’ cost for machinery increased by 0.1 percent. Contractors’ overhead costs and costs for wages and salaries remained unchanged.

Contractors’ costs for building materials increased by 0.7 percent. All costs in the building material groups rose or was unchanged. The cost of woodwork increased the most, which rose by 1.7 percent.

Construction clients’ costs consist of interest and credit costs, costs for plans, and central administration. The decrease in construction clients’ costs was due to lower interest costs, which fell by 0.6 percent.

Changes in the last year

The Construction Cost Index for multi-dwelling buildings decreased by 0.2 percent between February 2024 and February 2025. Contractors’ costs rose by 3.1 percent, which led to an upward contribution to the Construction Cost Index of 2.4 percentage points. Construction clients’ costs decreased by 11.0 percent, which led to a downward contribution to the Construction Cost Index of 2.6 percentage points. The decreased construction clients’ costs was due to lower interest costs, which decreased by 24.5 percent. The remaining construction clients’ costs increased by between 1.0 percent and 4.1 percent.

Contractors’ costs for wages and salaries and overhead costs increased by 3.4 percent and 2.9 percent respectively between February 2024 and February 2025. Contractors’ costs in the group ‘transport, fuel and electricity’ increased by 1.4 percent. Within that group, the costs of electricity increased by 10.6 percent while the cost of diesel oil and the cost of transport decreased by 6.1 percent and 0.1 percent respectively. The costs for machinery remained unchanged.

Contractors’ costs of building materials increased by 3.5 percent between February 2024 and February 2025. All costs in the building material groups rose. The costs of wood products and materials for painting increased the most, by 10.3 percent and 8.5 percent respectively.
