The county councils report a surplus of SEK 3.3 billion before extraordinary items in their annual accounts for 2014. The result is an improvement compared to the previous year. The municipalities’ accounts before extraordinary items show a surplus of SEK 10.6 billion. Compared to previous year this is a lower result.

County councils’ results 2014

The annual accounts show a surplus of SEK 3.3 billion for county councils and regions in 2014. This is an improvement compared with the previous year when the annual accounts showed a deficit with SEK 1.8 billion. The deficit in the previous year was affected by the reduced discount rate for accounting of pension liabilities, which contributed to increased financial costs of SEK 8.4 billion during 2013.

14 of the 21 county councils reported a surplus in 2014. In 2013 only 5 county councils reported a surplus.

Municipalities’ results 2014

The municipalities report a surplus of SEK 10.6 billion before extraordinary items in their preliminary closing of accounts for 2014. This represents a decrease of SEK 4.6 billion compared to the previous year. During 2014 there was not a repayment of insurance premiums, which is one reason for the lower result.

For 2014, about 80 percent of the municipalities reported a surplus before extraordinary items. This proportion is lower than the year before, when 91 percent of the municipalities showed surpluses.

Definitions and explanations

Region Gotland is responsible for municipal tasks, county council tasks and also regional development. This means that it is very difficult to compare data for the income statement and balance sheet for Region Gotland with other municipalities and county councils in Sweden. Statistics Sweden has, in an attempt to comparability, estimated that 65 percent of their total activity concerns municipal activities, while 35 percent concerns county council activities. However, this is an estimation and comparisons with other municipalities and county councils should be made with caution.”

The present figures are preliminary and can be revised when the closing of accounts has been finalised by the municipalities and county councils.

Extraordinary items refer to income and expenditures that do not originate from regular activities. Included here are sales of shares and other fixed assets or extraordinary depreciations. Income before extraordinary items is not always comparable, since what is considered as extraordinary can differ.
