Using Perturbative Methods for Magnitude Tables in Statistical Disclosure Control

The report describes the new method, the so called EZS method, implemented to protect data in the surveys for Research and development (R&D) in the business enterprise and private non-profit sectors. The EZS method is a simple perturbative method for magnitude tables which adds noise to microdata. The method allows for dissemination of all tables with approximate values without suppressing any cells while data remains protected. Furthermore, the method is easy to implement without need for any specialized software. The report does not disclose the outcome of the EZS method on 2023 data but aims to give users a comprehension of the possible effect the method has on the published statistics.

Key words: official statistics, cell suppression, noise, balancing, perturbation, confidentiality.
